About the California Speed & Following Distance test
California's basic speed law is the idea most drivers miss on this topic: you can never legally drive faster than is safe for current conditions, even when you are under the posted limit. If it is raining, foggy, or the road is packed, the safe speed drops below the sign. Most freeways top out at 65 mph, business and residential districts and school zones with children present are 25 mph, and it slows to 15 mph in alleys and within 100 feet of a blind railroad crossing.
