About the California Vehicle Equipment & Maintenance test
California expects a car to be roadworthy before it rolls, and this section covers the parts an officer or inspection can check on sight. You need working headlights, tail and brake lights, and turn signals, at least two mirrors, a windshield you can actually see through with wipers that work, a horn that sounds, and tires with legal tread left. Headlights come on from 30 minutes after sunset until 30 minutes before sunrise, and any time rain has your wipers going.
Where people trip up is treating small defects as no big deal. A cracked windshield in the driver's line of sight, tires worn down past legal tread, or a single burned-out brake light can each fail an inspection or earn a fix-it ticket.
